NY State jobs?

I am a student and I think a lot about people who go to school and work for the state. Some college, including not attend. How to get these jobs is a test?

For the state or city jobs must pass a civil service examination, there another way to get one of these jobs. You would have to go work and really score high. For state jobs there are plenty of applicants a few openings. I guess I see so many of them in school because the state is paying for their education.
